For park and ride car parks daily rates and revenues as a consequence are usually modest. To obtain an acceptable ROI the cost per additional car space provided has to be small. Particularly advantageous in this case is to scale the investment by erecting an expandable structure such as a modular parking deck.

The local administrator will so ensure that any estimated future surge in parking demand will be addressed with a future expenditure of capital by means of expanding the structure that is provided today. Expansion might be either vertical (from one floor to two floors above ground), or horizontal. If enough land is available this second option is certainly cheaper, as no preemptive measures on the deck being built today is necessary (such as pad foundation to cater for increased load discharged to the ground when a second floor is added).
Several car parks that were deemed impossible to realize before we stepped in, were on the grounds of railway stations. Strips of land barely 15 meters wide and long up to 300, just a few meters away from the rails and the electrified lines were not even spacious enough to receive the foundations of a conventional structure.
